Under the leadership of Lester Pearson, the Commission on International Development publishes a report, "Partners in Development", proposing that developed nations commit themselves to devoting 1 per cent of their GNP to foreign aid. This is the first of the international commissions to consider a new approach to development, focused on research and knowledge in the South. It leads to the formation of the International Development Research Centre.
